Abstract

Human resource is the most decisive factor for any economy. Qualifications, structure and quality of human resources are of very important significance, in which the structure of the labor force by training level and arranged by economic branches should be studied. The labor structure by training level in our country in recent years is very unusual, contrary to the normal law of the world and of the market economy. The article analyzes that fact and suggests solutions.
