Abstract

Investment capital and labor power are important elements of economic growth. But the driving force must be science and technology and the key must be education and training. Accordingly, science and technology is the top national policy, training high-quality human resources is one of three strategic breakthroughs. Scientific and technological progresses have changed rapidly the picture of education and training in Vietnam.
