Abstract

State budget is an important financial resource which helps maintain and improve state universities’ activities. In the process of raising financial independence of universities, the policy of delivering budget still remain many weaknesses such as the lack of effectiveness and equality as well as being unable to catch up with changes in the educational environment. This paper is aimed at analyzing real matters of state budget delivering policy for stateuniversities so that the researcher will suggest some solutions to make this policy more perfect.
