National Human Rights Institutions, including the National Human Rights Commission, Ombudsman, the National Human Rights Council and the National Human Rights Institute are independent, universal institutions in the current protection and promotion of human rights. However, among these agencies there are particularities in the functions, tasks and organizational and operational powers. This article introduces the experiences and practices of the organization and operation of some models of the National Institute of Human Rights in the world and the value of reference to Vietnam in order to contribute to the clarification of independent institutions regarding human rights in accordance with the Paris Principles 1993.
