Research proposal on lessons learned from Vietnam’s legal framework for domestic solid waste management policy applied to Laos

Abstract

This study aims to analyze and evaluate the legal policies concerning domestic solid waste management in Vietnam and Laos, to propose lessons learned from Vietnam that could enhance the effectiveness of domestic solid waste management in Laos. The research findings indicate that Vietnam has established a relatively comprehensive and detailed legal framework and management system for domestic solid waste management, placing considerable emphasis on implementation and monitoring. In contrast, Laos is in the early stages of developing and refining its legal framework and domestic solid waste management system, necessitating ongoing efforts to strengthen legal provisions and improve implementation effectiveness. The study further outlines several lessons for Laos derived from Vietnam’s experience in domestic solid waste management, including the need to develop a clear legal framework, establish an effective monitoring system to ensure compliance with domestic solid waste regulations, promote recycling and domestic solid waste reduction, foster public - private partnerships in domestic solid waste management, enhance community awareness and education regarding domestic solid waste, secure diverse financial resources for domestic solid waste initiatives, and invest in infrastructure and technology for effective domestic solid waste management.
