17. Assessing agricultural damage and proposing sustainable recovery solutions in Tran Yen district, Yen Bai province following typhoon Yagi

Abstract
This study evaluates the damage and proposes sustainable recovery solutions for agricultural production in Tran Yen district, Yen Bai province after typhoon Yagi (September 2024), aiming to enhance climate change adaptation capacity. The research methods employed include secondary data analysis from local damage reports, in-depth interviews with five local officials and experts, a quantitative survey of 40 randomly selected farming households using stratified sampling, and descriptive statistical analysis. The survey results indicate that typhoon Yagi caused significant damage, affecting 50 % of the agricultural land at a moderate level (20 - 50 %). Specifically, regarding rice cultivation, 35 % of households suffered severe losses (50 - 70 %), 40 % experienced moderate damage (30 - 50 %), and 25 % faced minor impacts. Among these, small-scale households (1 ha/household), accounting for 5 %, were the most affected due to their concentration in low-lying areas with prolonged flooding. In the livestock sector, 85 % of households experienced low levels of loss (fewer than five animals/household), 5 % suffered moderate losses (5 - 10 animals/household), and 10 % endured high levels of loss (over 10 animals/household). Meanwhile, 60 % of fruit-growing households were impacted: 20 % experienced light losses, 20 % moderate, 10 % major, and 10 % severe damage. Notably, some affected households had not received emergency assistance from local authorities or relief organizations, revealing existing gaps in disaster response efforts. Based on these findings, the study proposes an integrated recovery strategy encompassing short-term measures (emergency relief, production restoration) and long-term solutions (infrastructure improvement, livelihood diversification). These provide a scientific foundation for policymaking on climate change adaptation in mountainous areas of Northern Vietnam with similar conditions.
