18. Assessing the satisfaction of land-affected people in the coastal road construction project through Hai Hau district, Nam Dinh province

Abstract

Hai Hau district (now divided into 08 new communes belonging to Ninh Binh province) is a coastal plain district located in the Southeast, with significant potential for developing the marine economy. The coastal road construction project passing through Nam Dinh province in Hai Hau district, once completed and put into operation, will connect the economic and political centers of three coastal districts, thereby contributing to the completion of the coastal road network in the region. The project has a total land acquisition, compensation, and resettlement budget of VND 294,979 billion for 391 households and 11 agencies/organizations across 07 communes, with a total acquired land area of 531.327,54 m². The study identified 16 factors grouped into four main categories to assess the satisfaction of land-affected households, measured on a Likert scale ranging from “completely satisfied” to “satisfied” (3.46 to 4.39). Examining these factors provides state authorities with insights into local residents’ needs, fosters social consensus, strengthens public trust in the government, and ensures that land acquisition is conducted in a fair, transparent, and effective manner.
