"Agile government" model and policy insights for Vietnam in the new context

This article analyzes the urgency of flexible governance in the context of a volatile, uncertain, complex and ambiguous (VUCA) (1)  world due to strategic competition and non-traditional security challenges. Based on the systematization of the theory of the “agile government” model, the article  explains  the  characteristics,  constituent  elements  and  levels  of flexibility  of  the  government.  Thereby,  it  proposes  five  groups  of breakthrough policies to contribute to shaping the Vietnam’s national governance institutions in the 14 th  Party Congress Document, in order to realize the strategic goals for 2030 and the vision toward 2045.
