Abstract

Nowadays, in addition to hard power, many countries value the cultivation of soft
power to build influence and achieve foreign policy objectives. Cultural diplomacy, an important
instrument of soft power, has been effectively implemented by many countries, including Japan
with “cherry blossom diplomacy”. Based on the theoretical framework of soft power, cultural
diplomacy and national branding, this article analyzes and clarifies the concept and key features
of “cherry blossom diplomacy”, evaluates its implementation, significance, impact, and finally
suggests some lessons that Vietnam can draw upon in implementing cultural diplomacy,
developing cultural industries and enhancing national soft power.
