In the context of rapid socio-economic changes, building a practical and adaptable social welfare model is essential to improve the quality of life for residents in Quang Nam province. As a region characterized by geographical diversity and socio-economic disparities, Quang Nam faces unique challenges in ensuring equitable access to social services. This study proposes a social welfare model aligned with the province’s specific needs, focusing on reducing inequality and enhancing social inclusion, particularly in disadvantaged and ethnic minority areas.
