Scientific Diplomacy – The Practice of the Russian Federation and Recommendations for Vietnam in the Era of National Rise

Abstract

The Russian Federation possesses an advanced scientific sector and has effectively employed scientific diplomacy as a specialized form of diplomacy—an important strategic tool within its overall foreign policy strategy. By examining the practical experience of Russia’s scientific diplomacy across different historical periods, particularly its strategies and tactics, this paper offers several recommendations for Vietnam in the current era of national rise.
