The implementation of policies for developing officials of the Ho Chi Minh communist youth union in Dak Lak province

Abstract

In recent years, the development of district-level Youth Union officials in Dak Lak Province has achieved many positive results. Party committees at various levels and Youth Union organizations have prioritized standardizing qualifications, skills, and political capacity among Youth officials and members. Many young officials with good competence and qualities have been identified and trained in a timely manner. However, the number of officials remains insufficient compared to staffing requirements, especially in the positions of Deputy Secretary and full-time officials. The local talent pool remains limited, particularly in remote and ethnic minority regions. Downsizing policies and restricted recruitment have affected the replenishment of the next generation of Youth Union officials. Training and capacity-building efforts are unsystematic, and incentive policies remain inadequate. Several localities have not paid sufficient attention to Youth Union official development. Given this situation, the article proposes recommendations to improve the effectiveness of policies for developing Youth Union officials in the new period.
