China’s Service government model and suggestions for Viet Nam on building enabling government, for the people

Abstract

Along with the development of the economy and fields in social life, the government with its functions and roles must also have changes to suit the new situation and new requirements, to improve their service efficiency, contributing to motivating socio-economic development. Recently, the Prime Minister of Viet Nam has repeatedly mentioned building an enabling government for the sake of serving the people as a strong message for administrative reform. This paper examines China’s service government model with analyses on its successes, limitations as well as some barriers when applying the model for administrative reform in China. Basing on that, this article proposes some suggestions for building and operating an enabling government model for the sake of people serving in Viet Nam.
