Classification of domestic solid waste at source in Hai Chau district, Da Nang city: The real situation and problems

Abstract

Pursuant to Decision No. 1577/QD-UBND dated April 11, 2019 of the People’s
Committee of Da Nang City on classifying domestic solid waste at source until 2025, Hai
Chau district has executed this duty in all 13 wards of the district. Building on secondary data
provided by state management agencies, in-depth interviews of local environmental officials
and representatives of 50 households in 2 wards Binh Thuan and Hoa Cuong Bac, the research
results show that the percentage of households and other waste generators has done the
classification relatively well and seriously. However, there still exist certain limitations that
hinder the classification at source such as: (1) Lack of rewards/encouragement and punishment
measures due to the lack of detailed guidance from the state; (2) Lack of equipment and tools
for enabling the classification and transfer of waste after being classified; (3) The unsustainable
method of collection; (4) Lack of waste classifying and recycling facilities/enterprises; (5) Low
social pressure on residents’ classification.
