Based on the literature review, the article explores theoretical issues of research on digital literacy and its relationship with human development in contemporary society. Digital literacy is not only associated with technological skills but also cultural, social and ethical factors; it therefore plays an important role in promoting human-oriented development through expanding opportunities, improving capacity and ensuring the right to full human participation in digital society.
