The engagement of people in the implementation of new rural development initiatives is a crucial determinant of the program's effectiveness. This study examines the promotion of the subject role in two distinct aspects: Firstly, this inquiry pertains to the mechanisms by which the political system, specifically focusing on grassroots politics, facilitates the promotion of the subject role among individuals. Secondly, how do individuals advance their subjective role? The primary data for this study is derived from survey findings pertaining to relevant subjects within the two border communes of Tan Hung and Ninh Dien, located in Tay Ninh province. The research findings indicate that in these specific regions, there has been a concentrated effort on promoting and advocating for the new rural construction programme, with particular emphasis on the active participation of the local population. However, it is worth noting that not all individuals possess a comprehensive understanding of their own subjective involvement in this process. The enhancement of community engagement and the improvement of the performance of officials at the commune level are crucial in fostering a sense of ownership among local residents.
