THE REPUBLIC OF VIETNAM GOVERNMENT’S POLICY ON ORPHANAGE (1966 - 1975)

Abstract

As a vulnerable group, the orphans were more vulnerable on increasing the numbers and lacking of financial conditions of government and orphanages in the context of war. In 1966, the government of Republic of Vietnam promulgated Decree 027/SL stipulating legal and financial framework for operating orphanages under the governance. This article focuses on the content of two policies for the orphanages and the implementation of the government until 1975, especially changes of viewpoints on the orphanage supports in the period 1966 - 1975: from providing the basic needs to helping the harmonious development for the orphans.
