Abstract

China, Korea and India have some background, culture and starting point that are quite similar to Viet Nam in general, and Ho Chi Minh City in particular, but through policies of reform, development of education and training, they have become leading developed industry countries in Asia. This paper reviews and analyzes their policies of reform and  development of education and training systems in order to help Ho Chi Minh City to plan and implement the strategy to improve the quality and the quantity of the specialized labor resources.
