Abstract
National Agricultural Credit Office was the unique agricultural credit organization in the Republic of Vietnam from 1957 to early 1967. In the 1960s, the National Agricultural Credit Office had to reorganize and rename to Agricultural Development Bank because of failing in recovery of bad debt. The failure of National Agricultural Credit Office is due to the complicated operating model, playing both the role of a state management agency and doing “credit business” which depended heavily on the layers of the government system in operation.
