Abstract

The work of building a contingent of cadres, especially key managers and leaders from central to local levels, plays an extremely important role in the cause of national development. The leaders at the district level, who directly work with people, businesses and organizations in modern society, especially in the current context of modernity and integration, must not only be really agile, responsive and flexible in performing state management tasks, but also need to ensure unity with the Party's lines and policies. Therefore, developing a strategic staffing plan for district-level leadership is a "key" job to fulfill local tasks, thereby contributing to the common goal of country development.
