URBAN REGIONAL GOVERNANCE: THEORY AND INTERNATIONAL EXPERIENCE FOR VIETNAM

Abstract
Theories on urban governance have shifted from a top-down regional management model to a New Regionalism model, which emphasizes peer-to-peer cooperation between government levels. Many urban regions around the world have been applying the new regional theory in regional governance, focusing on voluntary cooperation among cities in urban areas. On that basis, the paper proposes that cities in urban areas in Vietnam also need to strengthen their peer-to-peer coordination for regional development.
