THE PROCESS OF NEW RURAL CONSTRUCTION AND THE TRANSFORMATION IN VILLAGES IN THE PERIOD OF 2010 - 2022 (CASE STUDY OF PHU VINH COMMUNE, DONG NAI PROVINCE)

Abstract

Phu Vinh is a mountainous commune in Dinh Quan district (Dong Nai province). In 2010, being a locality with extremely difficult economic circumstances, Phu Vinh was selected as one of three pilot communes to build new rural areas in Dinh Quan district. Since then, Phu Vinh's appearance has changed dramatically with the transition from new rural commune, to enhanced new rural commune and model new rural commune. This article reviews the achievements and experiences in 12 years of building new rural areas (2010-2022), of Phu Vinh commune. Consequently, this study aims to offer suggestions for the effective execution of the National Target Programme pertaining to the development of new rural areas.
