Abstract
Social safety is a matter of concern, not only in developed countries but also in developing countries. However, issues of social security are complex and multidimensional which leads to challenges in defining and measuring them. Currently, there have been many attempts to approach the measurement of social safety and security, each based on a different construction principle. The article analyzes secondary literature on social safety measures and their applications in order to provide an overview of the issue and accordingly recommend some suggestions for the construction and development of a set of indicators to measure social safety in Vietnam.
