Thuận lợi và khó khăn trong xây dựng giá trị dân chủ ở Việt Nam

Abstract
Vietnam is building a socialist democracy, considering democracy one of the nine core national values. This process is under the impact of multiple factors. Facilitating factors include the wise leadership of the Communist Party, the State's efforts to perfect the Constitution, a diverse geographical position, a harmonious and tolerant religious environment, and a dynamic economy. Additionally, a strong cultural identity based on family values and those of community, loyalty, and patriotism also plays an important role. However, the building of values of democracy in Vietnam faces challenges such as the fact that its legal system is still in the processs of getting complete, the administrative and judicial reforms are not yet effective, managerial capacities are, in some places, weak, and the knowledge levels among the populace are low. This article will analyze the factors and propose solutions to leverage the facilitating factors and mitigate the difficulties to build values of democracy in Vietnam.
