Phát triển khoa học công nghệ và đổi mới sáng tạo ở Việt Nam: Thực trạng và giải pháp đối với đầu tư từ nguồn ngân sách nhà nước

Abstract

Science, technology and innovation (STI) plays an important role in creating and enhancing competitiveness, contributing to the economic growth of countries. In recent years, STI in Vietnam has continuously developed, with state budget investment in that having received attention. The number of papers by Vietnamese authors in international publications is increasing, the national innovation index is improving, with the quality of human resources participating in STI research being enhanced and STI contributing more and more to national development. However, compared with the economic potential as well as with many other countries, state budget investment in STI in Vietnam is still not adequate, and the system of legal documents on STI development has not been closely meeting the development requirements in reality. This study conducts a practical assessment, and proposes a number of recommendations for the Government - management agencies, and businesses – the groups that are to use and directly apply the achievements of STI into practice.
