Abstract
The ideas about human rights and citizen rights have been imported and transformed into the Constitution since Vietnam had its first Constitution in 1946. This article analyzes and reviews the process of importing and transforming the ideas of human rights and citizen rights which recorded in international instruments on the human rights as well as in the Constitution and the law of other countries that influence to Vietnam during the legislative process. The article also analyzes some remaining issues in Chapter II of the 2013 Constitution to show the need for Vietnam to continue to absorb the world’s ideas on the human rights and the citizen rights to perfect its Constitution.
