Abstract

After 15 years of implementation of Resolution No. 27-NQ/TW, the Tây Nguyên, or Central Highlands, provinces have reaped certain achievements in developing the contigent of intellectuals. The contigent are present in all domains of life and have made important contributions to the overall development of the provinces. However, up to now, although the Party and Government have had many socio-economic development programs in the Central Highlands region, focusing on attracting, training and developing human resources, it is still an area with multiple difficulties and bottlenecks in attraction and utilization of the contigent of intellectuals. This article analyzes the bottlenecks and solutions to remove them in the attraction and utilization in line with the spirit of Resolution No. 27-NQ/TW in the Central Highlands provinces.
