Abstract

Hoa Binh is one of the mountainous provinces in northern Vietnam which is home to many ethnic minority people. In recent years, the Party and the State have been paying major
attention to the province, facilitating the implementation of policies on social security to improve the material and non-material aspects of life of the people. However, due to the difficult local conditions in a mountainous area, the implementation still has certain limitations. Activities of social support and support to production as well as hunger eradication and poverty reduction in the province have not been highly effective.
