Abstract

Based on a survey of 178 public officials who have access to unsecured loans in the districts of Binh Tan, Binh Minh Town, and Vinh Long City, using the Probit and Tobit regression models, the results showed that the ability of officials to borrow unsecured loans is influenced by factors such as seniority, remaining work time, number of dependents, monthly income and expenditure, willingness of the unit leader to sign confirmation and the purpose of the loan. In addition, the amount of loans that officials receive is affected by factors such as gender, seniority, remaining work time, number of dependents, monthly income and expenditure, the willingness of the unit leader to sign confirmation, and the purpose of the loan. Based on the analysis results, the author proposes policy implications to help them improve their ability to access unsecured credit capital and increase the amount of capital borrowed from banks in Vinh Long province.
