State management of dyke system in Ung Hoa district, Hanoi city

Abstract

This study was conducted to analyse the current situation and propose solutions to strengthen state management of dykes in Ung Hoa district, Hanoi (before the merger). Primary data was collected from a survey of 19 officials of Ung Hoa - My Duc Dyke Management Department, 26 commune-level officials, and 130 people living along the dykes. The results indicate that state management of dykes in Ung Hoa district has been carried out in accordance with the provisions of the Law on Dykes. All activities such as the planning of dyke management; dyke protection; the preparation of materials for flood and storm prevention; and the review the current status of dykes have been carried out promptly and effectively. However, the state management apparatus of dykes still has many limitations. Moreover, the lack of financial resources and ineffective inspection and supervision activities are the main shortcomings of the state management of dykes in the district. Thus, Ung Hoa district needs to improve dyke management planning, enhance mobilise resources, strengthen inspection, and apply digital technology to enhance the effectiveness of state management of dykes.
