Abstract

In practice, evaluating the results and degree of achieving objectives for Natural Resources and Environment (NR&E) sector plans in Vietnam is a routine task performed mid-term and at the end of the planning period, in preparation for developing plans for the new phase. However, this evaluation activity still faces many difficulties and limitations due to the lack of an evaluation criteria system, including parameters, indicators, and indices. Based on the objectives set for 2030 in these plans, the research team has developed a system of parameters, indicators, and indices to evaluate the implementation results of 6 NR&E sector plans, including: National Meteorological and Hydrological Station Network Planning; Comprehensive Planning for Sustainable Exploitation and Utilization of Coastal Resources; Geological Basic Survey Planning for Minerals; Water Resources Planning; Environmental Protection Planning; and Biodiversity Conservation Planning. The research team used a quantitative method to evaluate the implementation results of natural resources and environment sector plans, which includes the following basic steps: Collecting and calculating evaluation parameters for NR&E sector plan implementation (Xnji); Calculating the proximity to objectives  (PTnji); Calculating indicators for evaluating NR&E sector plan implementation (Ynj) from the proximity levels to objectives (PTnj); Calculating indices for evaluating NR&E sector plan implementation (Zn)  from the indicators (Ynj) or from the parameters (Xnji). The above quantitative method can be applied to evaluate the implementation results of natural resources and environment sector plans in the previous planning period and future planning periods.
