Abstract

In the context of Vietnam's commitment to achieving net-zero emissions by 2050, this paper addresses the methodological gap in monitoring and evaluation (M&E) within the construction sector. The main objective is to quantify GHG emission intensity to track green growth progress. The study applies the methodology of the Intergovernmental Panel on Climate Change (IPCC) to calculate emissions in four key areas - urban development, technical infrastructure, construction projects, and building material production—across four distinct provinces and cities: Ho Chi Minh City, Hai Phong, Da Nang, and Vinh Phuc. Key findings show that while absolute emissions continue to rise, emission intensity significantly decreased by 7% to 14% during the 2020-2023 period, thanks to the adoption of green technologies. The study also validates the effectiveness of specific solutions and highlights the major challenge of data scarcity.
