RESULTS OF THE POVERTY REDUCTION ASSISTANCE MODEL WITH CONDITIONS OF POLICY FOR SUPPORTING SOCIAL-ECONOMIC DEVELOPMENT OF ETHNIC MINORITY AND MOUNTAINOUS AREAS IN THE PERIOD OF 2016 - 2020

Abstract

To have a practical basis for the proposal to develop and implement the content of sub-project 2: Investment and development of livestock and poultry breeding models according to the value chain, Ngoc Linh ginseng and medicinal herbs growing areas, promoting business start-ups, start-ups and attracting investment in ethnic minority and mountainous areas of Project 3, under the National Target Program on Socio-economic development in ethnic minority and mountainous areas in the period of 2021-2030. The Institute of Strategy and Policy for Ethnic Minorities (Academy of Ethnic Minorities) has been assigned the task of implementing pilot projects on building a model of "Bank for raising farmed beef cattle, linking along the value chain with consumption products in Tien Bo commune, Phuc Ninh commune, Yen Son district, Tuyen Quang province”. After 3 years of implementation (from 2018-2020), the project has supported 23 households with a total of 92 reproductive cows. With the form of conditional support, associated with the construction of a cow bank, after 3 years of raising cows for reproduction, households return 50% of the breeding animals. The results of the project have provided a basis practice for policy making to support poverty reduction in ethnic minority and mountainous areas in the 2021-2025 period, in the spirit of conditional support, gradually reducing it for free, mobilizing maximum resources from the people. The article analyzes the results achieved by the above subproject.
