INTERNAL MIGRATION OF ETHNIC MINORITIES - VIEWING FROM THE THEORY OF AUTHENTICITY - THE PUSHING POWER TO ETHNIC POLICY

Abstract
Internal migration of ethnic minorities in Vietnam is one of the problems slowing down the government’s process of poverty reduction in recent years. That partly reflects the inappropriateness
of the current migration support policy. Research from the perspective of theory of attraction - repulsion
for policy promulgation and implementation contributes to providing scientific arguments for ethnic policy
makers and planners in Vietnam. This article is a small-scale overview of agricultural settlement policy
from theory to practice of the Government of Vietnam since Innovation (1986) until now. From there,
the article provides some policy implications to improve the quality of implementation at the “pull and
repulsive factors” in the migration process.
