Abstract

Abstract: This article clarifies the mechanism of vertical division of power in the
Federal Republic of Germany. Specifically, the author clarifies the division of power
between the federal and the states in legislative, executive, judicial, diplomatic,
financial, and other fields. In addition, the legal forms, supervision, dispute settlement
and cooperation mechanisms between the federal and states are also analyzed and
clarified. From the lessons learned on the division of powers between the federal and the
states in Germany, the author makes proposals for the division of power between the
central and local government in Viet Nam.
