Abstract

Abstract: The Law on Higher Education 2012, as amended and supplemented
under Law No. 42/VBHN-VPQH dated 10 December 2018, introduces new regulations
related to higher education development policy, expansion of autonomy for universities,
quality assurance and accreditation of higher education, and regulations related to
teachers and learners. However, in the process of implementing the Higher Education
Law, a number of inadequacies have arisen, causing obstacles and difficulties in its
application. Therefore, within the scope of this article, the author will analyze some of
these shortcomings and propose recommendations for improvement.
