Abstract

Abstract: The urban government of Ho Chi Minh City has been officially in place
since 1st July 2021, pursuant to Resolution No. 131/2020/QH14 dated 16th November
2020, of the National Assembly on the organization of urban government in Ho Chi
Minh City. After more than a year of implementation, this model has begun to reveal
various difficulties and obstacles that require prompt resolution. This article analyzes
the current structure of Ho Chi Minh City’s urban government and identifies the key
inadequacies in both its organization and operation. Building on that analysis, the
article offers recommendations and proposals aimed at reforming and improving the
city’s urban government model.
