Abstract

Abstract: Resolution No. 27-NQ/TW of 9 November 2022 of the 13th Central
Committee on continuing to build and perfect Vietnam’s socialist rule-of-law state in the
new period (Resolution 27-NQ/TW) sets out the policy to “innovate the mechanism for
the implementation of law; closely link law-making with law implementation; and ensure
that the law is implemented fairly, stringently, consistently, promptly, effectively and
efficiently”. Building on conceptual clarification and an assessment of current practice,
this article proposes a number of solutions to improve the effectiveness of the
institutional mechanism for the implementation of law in today’s Vietnamese context.
