Abstract: Drawing on the legal framework and practical experience of the United
States in the use of electronic voting, this article offers recommendations for Viet Nam
on safeguarding the voting rights of citizens residing abroad. The proposed measures
aim to enhance the overall effectiveness of electoral administration in conformity with
the constitutional principles governing elections.
