Vietnamese rural areas contain many distinctive and profound cultural values. These
cultural values are formed, developed, and transmitted in the life of village communities. The process
of renovation, integration, urbanization, globalization, and the increasingly powerful scientific and
technological revolution have significantly impacted people’s lives, causing many cultural values
to gradually transform. The New Rural Development Program has been implemented in many
provinces and cities nationwide, including Vinh Phuc province, helping to significantly improve the
rural landscape and people’s cultural life. Along with the new rural program, movements to preserve
and promote village cultural values have been emphasized, helping many traditional festivals and
community cultural spaces in Vinh Phuc to be restored, preserved, and maintained. This article
clarifies the theoretical foundation, current situation, and issues arising in promoting traditional
cultural identity linked to the New Rural Development program from Vinh Phuc province’s experience
to propose appropriate recommendations and solutions.
