The transformation and development of Hanoi Metropolitan University, formerly
Hanoi Pedagogical College, is associated with the development and transformation of
training and scientific and public activities technology, two pillars of the school's
development orientation. The 4th Industrial Revolution, with the main driving force is
science and technology, in which technology is the mainstay and affects all areas of social
life, thereby requiring the quality of publications. Science including journal must be
equivalent to development. The article presents an overview of the problem in the scientific
journal, the current situation and some solutions to improve the quality of a scientific
journal of Hanoi Metropolitan University in the context of the industrial revolution 4.0.
