Abstract

Environmental impact assessment (EIA) is an important environmental management tool for the State, contributing to the goal of sustainable development by supporting economic and social growth in a way that ensures economic efficiency and sustainable environmental protection. Vietnam, with the advantage of being one of the countries with great potential for developing renewable energy, particularly solar energy, has been promoting the development of this energy source through numerous incentive policies and support measures. Special focus is placed on the development of solar energy, aiming to reduce carbon emissions to zero by 2050, in line with Vietnam's commitment at COP26. However, alongside the advantages and positive contributions that solar energy brings to the economy and the reduction of emissions, the development of this energy form also carries potential risks, including environmental pollution and instability in the development process. Therefore, it is necessary to recognize environmental impact assessment as one of the essential state management tools for the development of solar power. This article analyzes the legal practices and proposes several solutions to improve the law on environmental impact assessment for solar power projects, with the goal of promoting and leveraging the strengths of solar energy. Additionally, EIA will serve as an effective tool in managing and controlling the development of this energy source in a sustainable and efficient manner
