DISCUSSION ON DECENTRALISATION

Abstract

Decentralisation has become a prominent global phenomenon. In Vietnam, decentralisation has been implemented as a part of the national innovation programme (Doi moi) in order to grant powers to local government. Research on decentralization is increasingly rich and diverse with many different methods and approaches.. However, our systematic understanding on decentralisation still retains limited. Basing on the multi-disciplinary approach, this paper briefly presents a concept and dimensions of decentralisation. The article also presents some benefits and disadvantages in practice of applying decentralized policy in many countries. From there, the author draws some suggestions for implementing this policy in Vietnam in the coming time.
