Sa Pa is a famous tourist destination in Vietnam with a clean, cool climate and the unique cultural identity of the Mong, Dao, Tay, Giay, and Xa Pho (Phu La) ethnic groups, a diverse and distinctive ecosystem, and majestic natural scenery.
From July 1st, 2025, Vietnam will implement a two-tiered local government model, eliminating the district level. The former Sa Pa city (comprising 6 wards and 10 communes) will be reorganized into Sa Pa ward by consolidating the entire natural area and population of the six old wards: Ham Rong, O Quy Ho, Sa Pa, Cau May, Phan Si Pang, and Sa Pa, along with some communes. With this new location, Sa Pa ward is an urban area and can continue to apply the Sa Pa Urban Architectural Management Regulations of 2024.
According to regulations, the Urban Architecture Management Regulations 2024 will be adjusted when the general planning project and related sub-area planning projects are revised. It is hoped that with the strict implementation of the "General Planning Project for the Construction of the Sa Pa National Tourist Area - Sa Pa town, Lao Cai province until 2040", the current sub-area and detailed planning projects, as well as the issued Urban Architecture Management Regulations, Sa Pa ward will develop rapidly, strongly, and sustainably.
