Abstract

Small and medium enterprises (SMEs) play an important role in the economic growth of the country in general and Hai Duong in particular. SMEs contribute 40% of GDP and create 50% of jobs for society. Hai Duong has over 18,000 SMEs, accounting for over 98% of the number of enterprises in the whole province and contributing over 50% of the province's GDP. Hai Duong has had many policies to support SMEs such as: improving the business investment environment (access to capital, land, market, technology, ...), promoting business startups in the province, creating many expectations and optimism in production and business. To clarify the positive impacts of policies to support SMEs in Hai Duong province, the article analyzes the results of implementing policies to support SMEs in Hai Duong province, thereby assessing the shortcomings and proposing solutions to suggest to management agencies, building and perfecting policies to bring SMEs in Hai Duong to participate in the global value chain, building national and international brands.
