Factors affecting the responsiveness of cadres and civil servants in wards and communes in Chi Linh city, Hai Duong province

Abstract
The contingent of grassroots-level cadres and civil servants has a very important position and role in organizing and mobilizing the people to implement the Party's guidelines and policies and the State's laws. In the current context, one of the urgent requirements is to build a contingent of grassroots cadres and civil servants who are good in professional expertise, have qualifications suitable for the job position, and have standard knowledge of information technology, foreign languages, being able to receive new technology trends, knowing how to apply information technology to local state management, changing mindsets from management-ruling to thinking of support and service, creation, creativity, integrity, serving the people. With the above point of view, the study builds a model to evaluate the responsiveness of the contingent of cadres and civil servants on the basis of the theory of service quality assessment to measure the people's satisfaction with the service quality of cadres and civil servants at the ward and commune level in Chi Linh city, Hai Duong province through testing the influence of each factor (Access to request for job handling; Administrative procedures; Capacity of cadres and civil servants; Service attitude) to service results and testing the relationship between satisfaction and official performance results.
