Documents of the 13th National Party Congress state that Vietnam shall “build an independent and autonomous economy; improve the efficiency of international economic integration”. This policy demonstrates the Party’s consistency and flexible implementation of the economic model in the new context; the realization of the economic factor in relation to “the national independence, autonomy and international integration”. At the same time, the paper indicates the requirements and solution-orientations for this task.
