The development of sciences and technology through 4 sessions of Communist Party Congress

Abstract

The idea of viewing sciences and technology as the priority and the foundation of national industrialization as well as modernization has always been discussed in our Communist Party’s documents. The article summarized the growth of sciences and technology of Vietnam through sessions of Communist Party Congress as 8th, 9th, 10th and 11th session. Such contributions to the economic growth, maintenance of national and social security, improvements of living standards are remarkable achievements which facilitated the country to integrate with international and change the low-developed economy into a country with the average level of income. Comparing with the developing target, the work of sciences and technology has not reached the expectation that a prior policy should have had, also it has not become the motivation of the economic and social growth or help the country overcome the backward conditions against other countries.  Among solutions to developing and improving the performance of sciences and technology activities, the method of reforming management mechanism could be seen as the breakpoint stage which reflected a innovation in thought.
