Evaluating the Implementation of Training and Fostering Policies for Cadres, Civil Servants and Public Employees in Quang Ngai Province

Abstract

Based on statistical data and policy documents, this article analyzes the current implementation of training and capacity-building policies for officials, civil servants, and public employees in Quang Ngai province during the 2019–2024 period. The analysis seeks to clarify the changes in target group stratification, specialization of training content, and the expansion of access to grassroots levels and vulnerable groups. From that basis, the article highlights the achievements (such as the expansion of training scale, increased role-based training, and greater focus on commune-level officials and sector-specific public employees), identifies barriers and shortcomings (such as inconsistent training quality, weak post-training evaluation systems, and a declining participation rate among women and ethnic minorities), and proposes feasible solutions to help develop an effective, sustainable public human resource policy in align with local development requirements in the new period.
