Abstract

The Lo Lo people in Cao Bang province constitute more than 50 percent of the total Lo Lo population nationwide; nevertheless, their living conditions remain precarious, with persistently high rates of poverty and near poverty. The development of community-based tourism has emerged as both a prevailing trend and a livelihood strategy that the Party and the State have prioritized in their policies for ethnic minority communities. The Khuoi Khon hamlet, located in Kim Cuc commune, Bao Lac district, Cao Bang province, has been selected as a pilot site for community-based tourism intensive development, with the aim of creating sustainable livelihoods and income opportunities for the local people therein, while simultaneously contributing to the province’s tourism development. Based on field research, this paper analyzes five resources currently mobilized by the local Lo Lo community in advancing community-based tourism, namely: human, natural, social, financial, and physical. On this basis, a preliminary assessment is provided to identify which one requires greater enhancement to further improve the effectiveness and sustainability of community-based tourism practices in Khuoi Khon hamlet.
